Buffaloes finding it hard to get that California talent. Oregon and the California schools shutting them out. They will likely never become a powerhouse again unless they get the perfect coach that can pull talent from Cali.Penn St, Michigan and Georgia are probably the best answers. One could argue Colorado. Hard to categorize them historically, but they were like the Oregon of the 80s and 90s. Crazy that they've fallen off the map totally with no recovery in sight. I remember my high school team wanting Uniforms like theirs.

Good call on Georgia. A state like Georgia rich in talent yet haven't won a title in over 30 years.
This is what I thought was weird about Colorado wanting into the Pac so badly. I get that they have a lot of student body from the west coast, but they had been competing in the Big 8 for a long time. Lots of recruiting ties to the midwest and mid-south and vice-versa. They got their share of Cali kids, when they were good, but they were a national program with more pull than Stanford or Oregon in Cali. They used to have lots of pull in Texas as well.
Michigan hasn't been in that discussion either. had a lil run but they have been avg since then. In the big 10 alone Wisconsin and Penn St were better during the bcs era.Big time programs of the BCS era: Bama, OSU, Oklahoma, Oregon, Michigan, Florida, Auburn, USC, Texas, LSU. FSU was the king early in the BCS, then at the very end.
Maybe I forgot 1 or 2, but that's pretty much it. UCLA is not in the discussion.
