No you can watch it as a stand alone but the manga does add some important context.

Finally saw this and give it a 7.5/10

What I liked: The storyline for this was much more complex that most of the DBS sagas and it was great to see characters outside of Vegeta and Goku get screen time.
What I didn’t like: They made a complex power hungry strategist like Cell into just a complete idiot only centered on destruction. Also, the powerups after a while just became overdone and overused.

Also, did they confirm that Android 16 was Dr. Gero’s son?
