Talking technicals Wayne's the better rapper stronger/wittier bars, abnormal flow (a plus), more versatile. Problem is there's no structure to any song and you're all over the place listening to him rhyme words just to rhyme. Feels like he's talked about everything under the sun in 3:42 with the ADHD raps and that adds up, now in 2025 even though he's arguably as sharp as ever, he's said so much shyt people see now he's actually never saying anything. Albums suffer as a result and that's why his discography lacks, there's different expectations for albums vs road runner mouth on mixtapes
Can't think of a Tip verse better than a Wayne one but he's got complete bodies of work (Urban Legend, King) that Wayne never came close to. I don't want to hear about Carter 2, TI was over Wayne when it was out. Clear themes, A+ rapping, and prime Tip just had better production and imo better delivery. Y'all talked Drive Slow lately, Wayne can't do what TI did to that for example.
So it depends what you want, unorthodox with better bars it's Wayne. I think Tip made better big budget projects and rapped over his own shyt better than Wayne/his production
