It doesn't have anything to do with "command", that's just J. Cole's style and delivery. There are laid-back rappers and rappers with "command". There's the Lloyd Banks type and there's the Kanye West type. As far as 50's hook goes, its obvious they raised the volume of his voice on the track. They can do the same for J. Cole if they wanted to.

This nikka Cole brags about his production yet you telling me the track ain't mixed properly?

I'm saying they raised the volume up for 50's hook and chose to keep it regular for J. Cole. Why would you double J. Cole's voice/raise his voice to match 50's in a verse? It wouldn't sound right.
