They are extremely xenophobic and have a history of hostility towards their neighbors. They were factually worse than nazis and those sentiments continue to this day, that's why they're unaccepting of outsiders and "unpure" japanese people. To the point where they suffer as a country because of it.

They still have places that ban foreigners and mixed Japanese people in Japan.

Most people would have an extremely difficult time trying to immigrate to Japan though. Language hard to learn and most people from other countries would be too obtuse for the social norms there too.
