Disagree. Jay had many years on top.
The fallacy is that ONE person dominated a year, with no exceptions. 98 would have been Jay AND X.
I witnessed 98, as 12 year old, it was overwhelming. It was years before I could even play "Hard Knock Life" or "Can I Get A", they were played so much, every outlet, every station, everywhere. I can say DMX was right there with him. I had "Hard Knock Life Vol. 2" poster on my wall that year, everyone I knew had a copy of that album, just holding it, and seeing the dark blue cd will give me nostalgia.
Jay was an event every year he came out, until the mid 2000's, but I'd say 2001 was the other year where he was largely uncontested, except in the last month of the year.

DMX the artist was bigger than Jay Z the artist in 98. But you also had Lauryn Hill.
Jay has had great longevity and consistency but he was never the number one most popular rapper. Doesn't take anything away from him tho

You can't really give Future 2015 while discrediting Drake. Future's biggest song at that point featured Drake and his biggest project up to that point was a joint project with Drake. Meanwhile Drake had IYTITL without Future.99-01 Jay-Z was on top to black people more than Eminem.

Whether or not Future outshined Drake on WATTBA is beside the point. He still had TWO huge boosts from Drake. So it may not fit the narrative, but without Drake, Future's 2015 isn't as huge.
