In theory. In reality, the highest paid workers are also provided Healthcare.
There are a plethora of studies that show that companies actually benefit when their employees have Healthcare. Especially with PTO etc.
I've seen it first hand when I worked at infrastructure at a security call center. These are people making 10-15 an hr. They paid 38ish a month to OP into the employee Healthcare.
It allowed an easier enforcement of doctors notes for people calling in sick as well.
