I'm not an expert in labor law but I don't see why businesses can't handle the tracking of vaccination status themselves.
They can, but it's going to be OSHA's job to keep track of it and make sure that those businesses are actually following through with the mandate. Problem is, you're going to have 800 workers tasked with covering 100,000 private sector companies covered by Biden's new rule.
The majority of companies think that OSHA is a joke and is not going to fully abide by the mandate and OSHA won't be able to catch them all. The worst thing you can do is leave it up to businesses to do the mandate and vaccination tracking themselves.
