Randle was arrested for unlawful possession of marijuana after police received a call about domestic violence with a weapon after an incident with Randle and the mother of his son.

You just unwittingly illustrated the point. Cops got called for DV and a weapon, they found no evidence of either violation so they popped him for weed.

Cops got called for DV on Johnny and despite evidence suggesting she had been hurt (abrasions on her arm) and despite his admission of drinking (he was driving at the time) they acted reasonably and just let him go.
