Context matters. If Goku cared to win he would win. Vegeta doesn't win because he's superior he wins because Goku allows it.

To Goku it's about the thrill of the fight. To Vegeta victory is everything. It's why Goku has no issue "losing" to someone weaker than him.

It's his way of saying if it means that much to you I'll let you win to keep you motivated. You can still look at Vegeta and tell despite that he still feels inferior to Goku.
