I doesn't have to be a conspiracy of people hiding things. I think its a situation where the pressure on the investigators is so high they are not free to pursue things. Not in a conspiracy way, but in a way of Biggie not being important enough to clear some shyt.

That's an oxymoron. You can't pressure somebody to do something while simultaneously limiting their ability to do it.

And this doesn't explain how Greg Kading would somehow have authority over multiple federal agencies and multiple police districts he doesn't even work for. People think the FBI gives a shyt about carrying water for the LAPD? That the ATF is going to lend their resources into perpetrating a criminal conspiracy that they have no connection to?

It's beyond ludicrous. That's the problem with conspiracy theories. The more hands that get involved in the pot, the less plausible the theory becomes.
