The reason why tech hubs are concentrated in Africa and especially East plus the rate of innovation is high is because of the lack of regulations... what could be viewed as a problem is actually a boon to development.

it's still coming. Kenya is a tech hub for Africa. A lot of innovation coming out of there. Cacs are out there "studying" and trying to recruit us and also building a tech hub city.
