Hanging in front of the house or small businesses or the corner doing nothing but calling it kicking it with the homies. Drinking, smoking, making noise, loud music, in front of grannies and children. And that's best case scenario. Worst case, they're selling dope, scaring the neighbors, increasing the police presence, patrolling the neighborhood to see if rivals are using "their" gas station and "their" liquor store. Increasing the potential for rivals to come through and harm both them and civilians inadvertently.
