Yep, that's the difference. Kids are curious and will pull on a puppy's tail or try to slap the dog around, but you should have an adult that says, "No, you don't do that!" You're not supposed to have an adult filming it, acting like it's cute under the guise of 'heee heee he iz so bad' and putting it on the internet. If nobody tells this kid that it's wrong to hurt animals, he's going to eventually start hurting humans and everyone is going to pretend they couldn't see it coming.
