Duncan and Shaq were going head-to-head as the focal points on offense and defense for all of 1999-2004. When Pop was game-planning for the Lakers, he planned around Shaq, not Kobe. That's why Shaq got the double-teams (like Duncan did on the other end) while Kobe faced only single coverage all game. Pop's gamble, since he was facing two stars with just one, was to goad Kobe into shooting 30-40 times a game and hope he missed, because he knew Shaq wasn't going to be missing. And it worked in 1999 and 2003.
Kobe didn't lead the team, Kobe didn't guard Duncan, Kobe didn't stop Duncan, Kobe rarely scored on Duncan, and Kobe had Shaq.
The ONLY time that a Kobe-led team even faced Duncan was in 2008, when Ginobli was hurt and that version of the Spurs was on the decline. Kobe's teams sucked too much in 2005, 2006, 2007, 2012, 2013, 2014, 2015, and 2016, all the years Duncan had a great supporting cast, to ever have to face them...which is the only reason why Duncan's record against Kobe isn't dominant.
