If I were to file a official complaint on him, could I get him in legal trouble?
He's cheap as hell, but I don't want to necessarily see him get in trouble,
especially because me and him are from the same culture.
If he were to pull me to the side and have a convo about it, I could come to some agreement with him
but his conversations are very dismissive.
Also, there is no warm air coming out of the ventilation. Heater.
I only feel a small light breeze which feels cool when he has the heater running.
You'd end up losing the apt. if authorities got involved, and they uncover what things appear to be.
Main things to consider are safety and ability to find comparable spot.
The point he's making about contractors jacking up repair costs is valid, but you're not staying there for free nor is he doing you a favor.
Next time you speak to him, tell him that repairs involving safety have to be taken care of right away.
Before you do that.
Take pictures of the broken items, and try to figure out how extensive the damage is and what the possible repair costs would be. For example, is it the entire screen door that's broken or it it the latch? Get as clear a picture as possible of what the problem and solution is. (at least cost of materials)
If he's reasonable, he should see you as a valuable tenant who will maintain the apt. while you live there. And get somebody to make the repairs.
