I think he was using Jesse to lure him. Cuz think about it, he Tulip and Casa never rescued him they both would’ve been out there when God dropped that bomb. And maybe Jesse would’ve still died but Saint would’ve been front and center still with them planet shooting guns about to get busy.

I'm still we don't hear exactly what is in the letter, but judging from Tulips response and what Jesse said to the angel I'm assuming it was about how Jesse/Cassidy slept together and how he couldn't be around them and needed to go save the world or something.
