The context of the preceding statement to this statement is obvious. He is tying the two together in strengthening his argument in the inability to assimilate people from "different civilizations, and cultures, and ethnicities and races"

Pat Buchanan is a known white nationalist and not really shy about it. He just doesn't go around screaming "****** ****** ******". But his history of peddling of white supremacist rhetoric is well known. GIven that additional context, its not hard to understand what he is driving at.

No, the implication is that we should be subject to the same threat of deportation - or worse - that Hispanics are now facing, since we haven’t been able to assimilate into American society despite being here for centuries.

Thats not racist,just telling black people what the plan is. White people actually believe assimilating you and molding you to take on their ideologies,lifestyles,langauge is a huge favor. Many black people are proud of how assimilated and europeanized they are in comparison to other blacks. You're reading what you want to read into what he said. Like I said, his preceding statement tells you what is behind his intent in stating what he did and if there was ever a dictionary definition of racism (belief that a race is innately inferior) this is it.
