The need for something to be held accountable, need of new leadership, needing to be revamped etc ≠ totally dismantlement the department.

It's more so a criticism of the state level. The article below is about the same area of land but a different reason they wanted to get the EPA involved. It's not rocket science...pollution in one state can affect surrounding ones, so it makes no sense to have a states rights stance on the environment.
