I can respect this take, but this is what makes it so hard to quantify. Because you have to give due credit to modern music, and Memphis is not a significant player in modern music in any genre besides hip hop, and you can argue it's not Top 10 in hip hop.

The cities that have been dominant from 2000 to present deserve their respect, and alot of those cities had motion in other genres of the past too.

My counter would be that with Memphis, we over-value the past at the expense of the modern heavyweights. Memphis was once a heavyweight and gets its respect but Atlanta is a Top 3 hip hop city All-Time, and hip hop has both outlasted blues and soul as a genre and is exponentially bigger than those genres were at peak.

LA is a Top 3 hip hop city of All-Time and had motion in the blues era, plus LA's a heavyweight historically in rock and contemporary pop. Even if we just talking black music, I don't think its cut and dry that Memphis deserves more credit than Atlanta and LA.
