This article is often poorly referenced, and more than just that 2 page quote from the book needs to be read to understand the legal complexities that have created the clusterfukk that represents the modern day police force. There's a downloadable eBook that goes along with it I'd recommend reading, is only 12 pages.
The Northern and Southern colonies had separate origins for their police forces.

Police are the armed branch of Policy.
Not meant to serve, protect or otherwise assist the citizenry. (In fact the Supreme court has ruled they have no obligation to... in a case where cops allowed 3 girls to be raped brutally and beaten without ever trying to help or even responding to the 911 call. The supreme court ruled they were not obligated to help or even show up, despite 911 dispatch telling the girls police were on the way)

Additionally, Police Officers are not actually officers at all.
A person is elected to office. Not hired.

They were PoliceMEN until the inclusion of women which began the proliferation of the term police officer. But they hold no office anymore than your gardener or cashier at McDonalds. They are waged employees not elected officials. Office/Official... again, follow the words.
Sherrif's on the other hand are actually elected.

This is why extreme libertarian groups like Sovergn Citizens accept the sherrif as a legitamate constable but have no respect for the cops whatsoever.
They'll murder cops by the barrel but stand down if a sherrif tells them to. A cop issuing an order is like a security guard issuing an order. Its just a guy somebody hired.

Telling the truth is like telling someone they're being cheated on. It's a way you gotta do it, cause emotions are involved. You wonder why people continually reject the truth you spew, it's cause you lack verbal finesse and don't want to change that...

If you are refering to the case where the cops let those girls be raped then the judge declared cops don't have to help people:

Warren v. District of Columbia, 444 A.2d 1 (D.C. Ct. of Ap., 1981) the Court stated "fundamental principle of American law is that a government and its agents are under no general duty to provide public services, such as police protection, to any individual citizen."

On the other hand, as a citizen, failing to help a piece of shyt pig is a federal crime.
