Being inside the circle has absolutely nothing to do with it. You're still allowed to contest a shot while standing in the circle. The only thing the circle restricts is offensive charge calls.

Whoever said Hibbert isn't a great defender and isn't a shot blocker needs to be banned.
The NBA allows it but it works better for guys like Hibbert and Duncan with great height and wingspan.
