You're locked out of the phone for 72 hours. If I remember correctly when you hard reset a phone and attempt to reset the password on the Google account one after the other it assumes someone is trying to get into the phone and locks you out for a certain period of time

It's called OEM unlocking


I worked for a major phone provider and dealt with this many times with customers, mostly years ago though. As far as I know there's no workaround besides waiting the time.
