From what I understand employees were getting penalized for selling new games. It was a metric to gauge employee and store performance. Gamestop has always wanted the majority of their sales dollars to come from pre owned games. This was their way of encouraging/forcing employees to push the used games aggressively.

yep...some articles have reported that managers even told employees to straight up lie to push them used games...

My friend who worked there in his early 20s got fired for that. He wasn't meeting his $5 preorder numbers and didn't push used games senough.
