Ya know, Haggar is ACTUALLY more impressive than Zangief if you think about it.
Zangief has fought in 3 tournements (alpha, 2, 4), and has fared decently, lets assume he has at least 3-4 fights against world class fighters in each
Haggar has fought in one wrestling tournement, SIX final fights, where he fought through CITY after CITY, BLOCK after BLOCK trying to take down the damn MAD GEAR GANG

The hardest part ab out 2d shooters is ducking. Human beings dont have frame advantage to go from a standing to ducking position instantly so you might catch a hot one in the mind trying to avoid demonic projectiles.
