I agree with you on the fact that both aren't willing to improve themselves, but I disagree that incels are in the same position. Women know from an early age that they can get men. As soon as they start hitting puberty they know that they have to do barely anything at all and they'll get the attention of below average-average man or a simp.
Men don't go through this same process(unless you have genetic gifts). So men learn that to get attention from women they have to be funny, they have to be clever, they have to have access to things that the woman they want doesn't have and even then, they can still not get anywhere. They have to sell her on a lifestyle. It's not easy, especially when you know you're competing against a lot of other men out here. Its easy for incels to get demotivated especially since the women you described will still turn them down because they're holding out for the man that they've been told their whole lives that they're entitled to.
The problem that they both have in common is that they think a relationship will fix the problems that they have when in fact it will either change nothing or make things worse. They do need to focus on improving themselves for themselves and eventually the people that they want in their lives will come into their lives.
