I can speak Portuguese and I go to Brazil every other year.... I wouldn't consider myself culturally Brazilian LOL
Does he live there? I could maybe understand if he grew up there or lived there for an extended period of time. Heck, I lived in Japan for a bit and have extended family that are Japanese, but I wouldn't claim that culture.
