Yup. I played pretty much all the Mafia games in the series and 7/10 is just about on point.

I'm currently playing Old Country as we speak and so far I like the story. The gameplay is simple as usual but so far I like this game over Mafia 3. The Mafia series will never be on GTA level but it could do worse. Like Saints Row level of bad.

Nah its never been on brand for the Mafia series to play like Hellblade...

The franchise from its inception was semi open world with a detailed living world...

It wasn't on GTA's level but it wasn't a completely dead restrictive tourist simulator either...

Why not? Story and presentation seem to be pretty good; gameplay was obviously meh from the get go.

Saying you wouldn't play a 7/10 for free is just odd honestly. I'll pay 30/40 for it on sale if my backlog clears up.
