I've held a carry hunting/sporting or conceal license in 3 of the strictest most liberal states in the country. While you're taught to shoot 2 to 3 times to the body (depending on caliber, maybe more). You're also taught to not go anywhere and wait for the cops to come.

Chances of this shooter having taken any course is NIL
