In the comics. That character has superhuman abilities. They also left Easter eggs that dude may be lying about not having abilities. We may find out later in the season. Bottom line he’s a piece of shyt and we can see it off rip.

- 4 Episodes mirroring the beats from The First Avenger. Show his potential before the serum just like they did Steve. Show the experiments.

- You can't just tell me about this epic fight involving the Winter Soldier and NOT fukkING SHOW IT TO ME, make that match up a selling point of the series.

- Bring it up to present day, show how he reacted to Steve's return, formation of the Avengers and being a grandfather with a legacy to pass on.

He's not just some scrub off the street. He seems to be the best soldier they could find. So, no different than Sam, really, and they have Sam kicking dudes through airplanes and shyt.
