Making Montenagro part of NATO wouldn't even stop that. That is the thing. You can support an insurgency against a NATO member but they won't say it's an attack on NATO ala Turkey and the Kurdish insurgency.Russia may even do that in Estonia and Lithuania by arming and supporting pro Russian insurgents. That is the loophole in all this.
Russia already has a foothold in Serbia right now. Russia is already sending heavy weapons to Serbia. There was a military exercise between Belarus,Russia and Serbia a few years ago. NATO expansion into the Balkans is a terrible idea because there is still ethnic tensions in that region even after the wars in the 90s. The last time there was military alliances with Balkan nations was WW1 and we saw how much fukkery that was. NATO expansion is unwise. We can't be giving NATO membership to nations all willy nilly and expect that will solve century old problems.

A realist foreign policy would be to just arm and support Balkan nations that we back and in the event of war just arm them. We should not get involved in a bloodbath in the Balkans. Do you even know the difference between realist and isolationist foreign policy?
