its an open investigation because the next court day is 10/13 which was set back on July 16th retard. They can close it out on 10/13, or continue hearings. The only thing we know of, is that its been almost 4 weeks since Meg has claimed Tory shot her, during this open investigation and the DA has no upgraded the charges.

And that Tory is still a free person. If the DA upgraded the charges, they could issue an arrest warrant TODAY and lock him up. But they havn't. Because realistically they have no reason to because no gun was fired that night or at the least, no one was shot that night.

this isnt a "do you want to press charges" kind of situation, they found a gun.. if it was used, it would say so in the report, but it doesnt.. even if he didnt shoot her, they can still tell when a gun is recently fired and thats also illegal for reckless endangerment or firing a concealed weapon, etc.. its illegal to shoot guns anyway in California.. even in the air..

you dont get to get away from the law for any of that rather you shoot someone or not.. if the gun was used, we would of known by now..
