No. Racism is defined as the belief in the superiority or inferiority of one race over another. By acknowledging the Moors were black in this covert way they are admitting white supremacy is a lie.
Simply making fun of another race isn't racism. You need the belief in superority component. The royals know we ruled over them and gave them civilization. Thus they are not being racist when they wear the Moors head brooch.

The one drop rule was the idea (and law in some states) that any amount of African blood, no matter how insignificant (ie one drop), disqualified one as white. I think this idea is pretty dead in 2021. Like no one cares that Heather Locklear has minor African ancestry. And no one is ready to kick Southern US whites or Afrikaners out of the white race because genetic tests show the many, if not most, of them have minor African ancestry.

The one drop rule was never made for biracials they were almost always automatically black. The one drop was made for people like her son Archie or someone with 1/8 African blood those that usually look “White” but have recent African ancestry.
