I don't think it's a little high given with everything they are trying to do. Microsoft should try to keep that UI running buttery smooth and avoid the xbox 360 dashboard disaster for one.
Kinect is extremely important to them, why strip guaranteed resources from that?

"Console wars" really don't matter to these companies. They wouldn't be trying to tweak their hardware and risk messing something up just to have a better comparison with Sony. Software tweaks happen happen all through development and even after release.
With the way info is leaked these days we hear about this stuff more, but it's been going on forever. Going from theory to the real box always entails some changes

depends on the context. but I think both companies want to get the most out their hardware regardless of what the 'other guy' is doing
The XBOX 360 dashboard has gotten so slow over the past few years...this isn't even debatable.
I realize that I just don't agree with Microsoft's plans. The whole XBOX One development cycle seems to have changed in a matter of months because of initial decisions they made. If Kinect is/was so important to the success of the console, why possibly strip guaranteed resources away from it? It just doesn't make sense to me.
They compete, but they aren't sitting up in a room thinking of ways to one up the other company.
This is done in PR sometimes, but the engineers, the actual brains behind these console don't give to shyts about what the other is doing. They have their own thoughts and goals to peruse.
