Credit cards, medical bills, unpaid taxes, back child support, court penalties and fees... all of that kind of stuff has to be dealt with before the will is settled.
Even sometimes long term care of completely dependent parents, spouses, children that are physically/mentally/intellectually unable to live independently and require long term care.

Estates get sued all the time. Companies, private individuals, governments want debts, loans, fees repaid.
In the US especially the state is not looking to provide care for individuals if there's any private source they can tap in to.
