Because of how hip-hop has changed the process of making pop music, most people think "producing" means the writing the music, and that's not the case.
Quincy does compose. He's composed many film and TV scores. That was his primary occupation for awhile.
He doesn't really write pop songs, though.

After making his name scoring, he switched gears and got into producing records.
He was brought in to produce The Wiz soundtrack and adapt the songs from the stage musical for the film.
That's where he met Michael.
He did not write Michael's music. He only has two credits as a writer on MJ music. PYT and this song, which is credited to him and MJ:
Both credits are kinda shady. PYT was originally written by MJ and Greg Phillinganes. Q passed on it.
Quincy had James Ingram write the version on Thriller. Q's writing credit is more than likely just a kickback for getting James' song on the album.
