What Manfred is finding out is that fans hate defense. There’s fans who love pitching duel, but this is a country which functions primarily on scoring and half of the aspect that makes baseball great is frowned upon. The shift has nothing to do with why players strike out, but it kills those extra runs.

but random two pitchers who pitch 7 innings, give up 7-8 hits, get 4ks and 1-2ERs is not a 'duel' anymore and holds little interest, but the pitchers still pitched extremely well
defense will never be as interesting to an average fan. and in sports where defense can and does play a huge part thats a 'problem' for an average fan
