They could do that.. it works in NJPW. At least it gives lower card talent something to be involved in when they aren't booked on top or in competitive singles matches.
There's no reason why New Day shouldn't be able to flourish while keeping Kofi as WWE Champion. They don't even have to be a tag team. Xavier is skilled enough for 205 Live yeah but I think he's beyond that, he has the mic skills to be an intercontinental champion and Big E has everything to be a contender.
I think Big E challenging Seth for the fruit roll up would be a good program

It was able to put EVIL and Sanada in a prominent position with an act/star in Naito who was over and keep them in the public eye while they honed their craft. Now both are ready to break out as singles stars and the crowd is invested in them already because they've been a part of LIJ.
