Took me so many tries to beat Isacc Frost. I even sat the game down for like an entire year or two before coming back and finally beating him

Seth from SF4 was annoying with his incredible degree of cheapness.

Zangief from Vanilla was pretty bad too with his Lariat/Grabs that literally overrode anything else in the game. Though he got toned down afterwards.
