Usually cops only pull your over for going too slow if you are impeding traffic dangerously. Like going 25 on the interstate. but going 30 in a 40 is something 99% of them would let slide

It's not about the absolute value of the number. It's about the ratio.


He was going 25% below the speed limit. To put this in perspective, had this been a highway with a 60 mph limit it would be The equivalent of him doing 45. It's completely noticeable when you're driving behind him in a 40mph street when you consider the ratio. The ratio is even worse when you factor in the most people drive 5 miles above the limit so it may be closer to him driving at 2/3rd the speed of the traffic around him


When dealing with traffic flows such a thing would absolutely obstruct the road.
