195 is too big at 5'8. You need to cut weight. The way you're describing your arms sounds like you have too much fat on em. You not gonna be able spot reduce. Just get in a caloric deficit.
I used to think this as well but I'm 5'10 @ 205. My stomach is flat but my quads are gigantic. My arms are pretty big as well for my size....

I have a similar problem, whenever I try to scratch my back or reach down to my feet it feels like my shoulders about to pop out.
i know that shyt ain't normal

At your height you should be at most 175 lean. I'm 5ft 10 and 200 and feel bulky as fukk so I'm working on getting to that 175-180 sub 10 lean look. :ohlawd:

I have the same problem OP

We just got to lose weight :francis:

We are literally the same size and I have these massive-ish arms and wide shoulders that make me look like a fukking cartoon superhero:francis:

I also box too and do speedbag/heavybag...it doesn't really work. I stopped lifting for a long period now I'm back to lifting low weight high rep. Maybe you should slow the reps down as well... i dont know

Thats ultimately what I want to get back to. at 175-180 I looked model-ish.
