So what now? What do individual families do about? What happens to the community? Permanent underclass?
No, they need to create the solutions and then find politicians who are in line with said solutions and put money behind them.

A permanent underclass would've happened if slavery, jim crow, etc succeeded. Idk how the NAACP being concerned with Maryland schools is more of an indication of a "permanent underclass" than that
