He was getting the super push in 2007 before he left, they were committed back then to making him a big star, but ever since he came back they won't pull the trigger on him, despite him looking just as impressive and being better in the ring now. It's not too late to give him the superpush and build him vs Brock or Drew, but he's been wasted most of the time since coming back. Him vs Roman to start was good, him vs Rusev was a good midcard angle, but otherwise he's done nothing noteworthy in his 2 years being back and has lost too much. And he has legit superstar potential.
