There is nothing wrong with going on the water if you follow the safety guidelines. Boating 101. Little children and people who cant swim should wear life vest at all times. Kids are normally required by the boat rental companies to wear a vest at all times also.

No problem with being on the water, it's just so risky to be there alone. Good to always have somebody with you just in case
