They said Game 4 was down 11% vs last year's Game 4.

Game 1 was consistent with last year: NBA Finals Game 1 Scores 17.4M Viewers As Warriors Win In OT, Steady With 2017
Game 2 was down ~6%, from last years game 2: NBA Finals Game 2 Draws 18.5M Viewers; Up From Game 1 & Steady With 2017 – Update
Game 3 was consistent with Game 2: Warriors’ NBA Finals Winning Streak Continues, Ratings Still Steady With 2017
Game 4, as you noted was really down ~11%

You also aren't taking into account, that TV ratings overall are going down:

I think people already know who gonna win, unless the warriors get a close series ratings will always be down. No one respects them outside of the bay
