Again, so to make myself CLEAR, you CAN play the game but you CANNOT finish it because the DISC CONTENTS aren't enough so that you can actually finish the game.
PLEASE tell me what game you know of that can be considered complete but unable to be finished without updating it. What type of shyt is that? If I theoretically can't complete a game day one without downloading additional data, how can that game be considered "complete"? I understand the process behind why it shipped incomplete but the point is the game shipped incomplete and here you are trying to be witty about it in an attempt to prove me wrong.
Patches, bug fixes, performance fixes etc. are not the same so don't post any day 1 patch notes for some PS4 games in attempt to say something back.

I think most people would assume some sort of 'weather system' would include rain, wind, fog, snow, etc
