If Fale beats Shibata in the Finals...
Not putting anything past Gedo but even I don't think he's that dumb. Is Okada's next title defense in Sumo Hall? That would be a great test for Shibata
Unfortunately, I believe it's going to happen. It's going to be the prelude to Okada/Omega rematch.

Whoever wins the Cup ain't winning the title so if it's gonna be a "filler" defense, try it out with the guy who fans have wanted to see fight for the belt for years and test how much he can draw.
Going with Fale would be

Can't wait for Okada's "lost my smile" promo and subsequent relinquish of the title 
I was hoping Shibata would go after the IC belt. Respect angle writes itself and Naito is due for a 
run-in with Shibata.
That said, it's time for Shibata to move up through the card. Good test not only for him, but for Okada as well. I assume Okada goes over but he's going to get his ass beat in the process.

There's no test for Okada to have at this point. He's the Ace and can draw, he's already made.
Shibata on the other hand still needs to prove he can draw as a challenger. My guess is he's gonna do well because it seems anyone can draw at least 7k for New Japan shows, and Shibata going for the belt is an interesting novelty that should sell a lot of tickets. But he still gotta do it to confirm he can be real option for one of the two big titles, if he doesn't deliver as a draw he's going straight to the bushes most likely.
