Yeah gentrification has a lot to do with that. It's pretty when people shoutout Brooklyn when most of people who live there are hipsters . And Brooklyn was just named most unaffordable place to live not too long ago

-broken window theory (look it up)
- flooded the city with cops
-cops armed like a paramilitary force
-cut down on vices (prostitution)
-super strict gun laws
-super strict drug laws
-take down gangs using RICO

Take all those things make it super safe and THEN you start the gentrification process which kicks out the poor ppl even the good ones
