The fact that the Raiders have to lower their city capacity this year to avoid blackouts is an embarrassment to a franchise and a fanbase that thinks so highly of itself. Yeah they are bad but they were competitive and in a Super Bowl 10 years. Let's not act like it's been ages.
Maybe you should account for how broke the city of Oakland is as well tho and consider where the stadium is at... The hood, and I mean some of the most known hoods in east oakland is not too far from the stadium at all (walking distance), you got probably the grimiest flea market in the country walking distance from it as well (literally half a mile away, on the same street..) and the raiders also have a bad stereotype of people gettin fukked up, shot, stabbed n shyt at the games (which is all true)
