If this were true, instagram would have also chosen to hide public follower counts. This idea that Nicki cares about small businesses is completely ludicrous, she's concern trolling because she simply enjoys the validation of getting likes and is politicizing the issue with misinformation to rile up her followers. Her only goal by threatening to leave the platform is to fill instagram's inboxes with her angry followers demanding that instagram keeps likes.
She could also choose a small business to feature on her platform once a week, they'd instantly see engagement and conversions just off Nicki's cosign. But that's too much like what a person who walks what they talk would do.
